Luxembourg Takes DLT Bonds to Sovereign Benchmark Scale

A €1.7 billion government issue put distributed-ledger debt into the benchmark market, while Aviva moved a £22 billion liquidity fund onto token rails and JPMorgan extended deposit money to Ethereum. Scale is arriving faster than proof of open, repeatable markets.

Luxembourg's €1.7 billion sovereign bond brings DLT-native issuance to benchmark scale while preserving established depository access and Eurosystem collateral eligibility; repeat issuance and secondary activity remain unproven. Aviva adds a tokenized share class of its £22 billion Sterling Liquidity Fund, with more than £86 million reportedly invested across its two digital share classes but limited public evidence of transfers or on-chain cash settlement. JPMorgan extends its deposit token to Ethereum, while cross-bank interoperability remains to be demonstrated. The OCC's final GENIUS Act rule sets requirements for supervised stablecoin issuers and qualifying tokenized reserves, ahead of its January 2027 effective date. Issuer objections narrow the planned OKXICE securities universe. The briefing examines how legal rights, distribution and repeat activity determine whether institutional scale becomes a functioning market.
